Calvary Church established its development corporation to create multi-family housing options for congressional members and others on adjacent controlled land a new 26 unit apartment complex would be designed then built.

As a consultant to CCDC Mr. Alexander provided training for this newly established group. He negotiated on its behalf the site acquisition of two large parcels, which formed the site area for the project. Partnerships with state housing tax credit division and selected investors, he assisted in formation of the overall development team.
The firm (FKA Alexander/Camabeam & Associates) designed a new four storied structure: bottom level provided parking for residents, then 3 1/2 levels of apartments (Two-three bedrooms) centered around a courtyard, which serves as a play area for children, passive recreation for adults and cooling element providing rotating sun shading patterns throughout the day. The apartments would consist of townhouse units and flats; on each level a wraparound balcony connected all units with horizontal and main vertical circulation elements. Building design incorporated standard building modules or a kit of parts; which standardized and made for construction reasonable costs and feasible. The building development would produce a great energy complex that would have significant long term utility savings for owner and residents.
