Given the trend in the City - vacant land lots and other such areas were and were to become unused or significantly underutilized. The WHRF local non-profit development corporation - wanted to develop an overall strategy and recommendation of solutions, which would be an action based tool for change.

This assignment was uniquely positioned in 1982 to bring about a significant change in how local entities thought about; created plans for then acted on the affected areas in their neighborhood. FWAS (FKA Alexander Consultants) serving as principal consultant to WHRF - mapped out the Walnut Hills community, inventoried subject properties, developed various options, then formulated design solutions that appropriately integrated new structures into existing contextual fabric. A key goal was to respect the historic character of the community yet provide the modern conveniences of affordable living. The final plan became the guiding tool for infill housing development.
Concurrently, firm designed the conversion of a row of abandoned Victorian styled buildings that sat on the City's largest inner city park. Design produced 1st known use of townhouse concepts for affordable housing developments.
